The Dubious Origins of the Cocaine Import Agency
In the autumn of 1944 Roosevelt asked “Wild Bill” Donovan, the head of the OSS (Office of Strategic Services), to work out a plan for a centralised intelligence agency.
“On February 9th, 1945, two months after Donovan submitted his supplementary draft, the Washington Times-Herald, the Chicago Tribune and the New York Daily News splashed across their front pages beneath the headlines five inches high the disclosure: DONOVAN PROPOSES SUPER-SPY SYSTEM FOR POST-WAR NEW DEAL…”
“… (Walter) Trohan reported the plan thus: “Creation of an all-powerful intelligence service to spy on the post-war world and to pry into the life of citizens at home is under serious consideration by the New Dealers…The director of the super-spy unit would have tremendous power…it would be possible for him to determine American foreign policy by weeding out, withholding or colouring information…The unit would operate under an independent budget and presumably have secret funds for spy work…”
“Trohan demanded “prompt congressional denunciation of the adoption of Gestapo, Nazi secret police, and OGPU Russian secret police methods in the United States…”[1]
Wild Bill Donovan wanted his OSS to fulfil this central role but Roosevelt was hesitant.
“If the OSS is permitted to continue with its present organisation,” Colonel Park wrote in a report intended for the eyes of the president, “it may do further serious harm to citizens, business interests, and national interests of the United States…It appears probably that many improper persons have penetrated to the OSS–some who cannot handle themselves, some with questionable backgrounds, and some who may have been plants for foreign intelligence and counterintelligence agencies. The Communist element in OSS is believed to be of dangerously large proportions…OSS is hopelessly compromised to foreign governments, particularly the British, rendering it useless as a prospective independent postwar espionage agency…”[2]
At the beginning of April 1945 Roosevelt was still undecided as to what to do. On April 12, 1945 Elizabeth, Shoumatoff, who’d been commissioned to paint a portrait of the president, started work around noon. At lunch, Roosevelt complained of a headache and subsequently collapsed. The president, who’d suffered a cerebral haemorrhage, died later that day.
The curious thing is that the president’s suspicious, sudden demise wasn’t investigated and he was buried merely seventy hours after his death. Was foul play involved? We’ll never know for sure.[3]
A few months later the FBI reported Hitler’s arrival in Argentina. While one actor was buried with undue and suspicious haste another left the European stage for a change of scenery to the south.[4]
Another agent who was transferred from one part of the world to another was Reinhard Gehlen.
In August 1945 he was told to pack his bags: “We had been given only three days to obtain the necessary civilian clothes to exchange for our Wehrmacht uniforms and to lay hands on such suitcases as we could before departing for the United States. On no account were we to be recognisable as former soldiers, for the Russians particularly had begun to ask their former allies where General Gehlen was. Fitting us out in plain clothes was no easy matter in a Germany pulverised from one end to the other by air raids and the general ravages of war. I had to beg and borrow to obtain the most urgent items from my friends. It was an even taller order to get suitcases at such short notice, and in the end we had to improvise with the most motley collection of receptacles.”[5]
“When Gehlen and his three companions arrived in Washington they were taken to Fort Hunt, not far from the Pentagon on the Virginian side of the Potomac. Although this looked much like any other army camp, it was in fact a maximum-security establishment used by Army G-2 (intelligence) to house a hand-picked collection of German, Italian and Japanese prisoners of war pending their interrogation in depth. Apart from the usual huts, Fort Hunt had several well-furnished brick villas, and Gehlen was put in one next to the commandant’s house. An NCO “major domo” and white-jacketed orderlies took care of his new quarters.”[6]
Within the shortest space of time Gehlen had worked out a modus vivendi with his new American partners:
1. A clandestine German intelligence organisation was to be set up, using the existing potential to continue information gathering in the East just as we had been doing before. The basis for this was our common interest in a defence against communism.
2. This German organisation was to work not “for” or “under” the Americans, but “jointly with the Americans.”
3. The organisation would operate exclusively under German leadership, which would receive its directives and assignments from the Americans…
4. The organisation was to be financed by the Americans with funds which were not part of the occupation costs, and in return the organisation would supply all its intelligence reports to the Americans.[7]
Funding clandestine operations was, from the start, a delicate and difficult problem for the CIA.
“In 1946 General Vandenberg, as Director of Central Intelligence (DCI) recruited Allen Dulles, then a Republican lawyer at Sullivan and Cromwell in New York, “to draft proposals for the shape and organisation of what was to become the Central Intelligence Agency in 1947. Dulles promptly formed an advisory group of six men, all but one of whom were Wall Street investment bankers and lawyers.”[8]
“Wall Street was also the inspiration for what eventually became the CIA’s first covert operation: “the use of over $10 million in captured Axis funds to influence the (Italian) election (of 1948) …”
“Dulles, still a lawyer, campaigned successfully to reconstruct Western Europe through what became known as the Marshall Plan. Together with George Kennan and James Forrestal, Dulles also “helped devise a secret codicil (to the Marshall Plan) that gave the CIA the capability to conduct political warfare. It let the agency skim millions of dollars from the plan.””
“This created one of the earlier occasions when the CIA, directly or indirectly, recruited local assets involved in drug trafficking. American Federation of Labor organiser Irving Brown, the assistant of AFL official Jay Lovestone (a CIA asset), was implicated in drug smuggling activities in Europe, at the same time that he used funds diverted from the Marshall Plan to establish a “compatible left” labor union in Marseilles with Pierre Ferri-Pisani. On behalf of Brown and the CIA, Ferri-Pisani (a drug smuggler connected with Marseilles crime lord Antoine Guerini), hired goons to shellack (decisively defeat) striking Communist dock workers.”[9]
“The CIA never abandoned its dependency on funds from outside its official budget to conduct its clandestine operations. In Southeast Asia in particular, its propriety firm Sea Supply Inc. supplied an infrastructure for drug traffic…”[10]
“In 1948…the CIA decided to take over supervision of the Gehlen Organization from the US Army…Gehlen had promised army officials that he wouldn’t hire former SS or Gestapo officials. But as his organisation grew, it absorbed some of the most notorious figures of the Nazi regime, such as Dr. Franz Six. A former professor at Berlin University, Six left the classroom to become an intellectual architect of the Final Solution as well as one of its most enthusiastic enforcers, personally leading an SS death squad on the eastern front.”[11]
Given its rather unhappy, Wall Street, origins and the fact that it was, from the start, staffed with men of “questionable backgrounds” (just as the OSS had been before) it shouldn’t surprise that the CIA is currently involved in both the Scamdemic and the war in the Ukraine. In both cases the key principle of “deniability” has been put into effect. Everything possible has been done to hide its footprints. Thankfully, a number of researchers have dug up some information and provided the public with interesting insights. Thus, David Martin points out that companies, which seem to have close ties to the CIA, such as Anser, Fors Marsh and Palantir, are much more important for the ongoing Plandemic than the ones in the headlines such as Pfizer, Moderna or Johnson & Johnson.[12]
Of the companies named Palantir has most obviously links to the CIA: “Nearly two decades after the company was founded using a CIA investment, Palantir Technologies went public in a major stock market offering.”
“But in spite of the IPO, the company direction was already bought at birth by the CIA’s venture capital firm In-Q-Tel, which invests in companies that enhance its reach, power and capacity for espionage. While In-Q-Tel claims to be independent from the CIA, it only invests with CIA approval.”[13]
Also, of no mean significance are the ties between the media and the CIA. Without the help of the former the Scamdemic would never have been possible to begin with.[14]
Doug Valentine makes an explicit connection between the Gehlen Org and the current situation in the Ukraine: “After WWII the Soviet Union became the enemy. One of the things the CIA did after WWII was to hire a lot of Nazis…including Reinhard Gehlen, who’d been the Nazi intelligence officer in charge of operations against the Soviets in Eastern Europe… Gehlen became the head of the CIA’s main intelligence operator in areas like the Ukraine, where the Nazis had intelligence agents. Reinhard Gehlen activated all these agents…After WWII Ukrainian Fascists became assets of the CIA. The CIA has been developing Fascist assets in the Ukraine for seventy years…”[15]
That the Ukraine has become even more of a mess than ever before shouldn’t surprise; nor should the events of 2014. Those at the Cocaine Import Agency have a lot to answer for. Indeed, as William Alfred Eddy reputedly said in 1957:
“It is still an open question whether an operator in OSS or in CIA can ever again become a wholly honourable man. We deserve to go to hell when we die.”[16]
