Last week a German news outlet revealed the following[1]:
“A new era began on March 17, 2020. On this day, the risk assessment for the health of Germans in connection with the spreading corona virus was raised from ‘moderate’ to ‘high’. The following years were characterized by fear, lockdowns, 2G, 3G, and facility-related vaccination requirements.”

“Friendships and even entire families fell apart in arguments about how dangerous the virus really was (and is). And about how justified the measures were, from school closings to mask requirements to curfews and the isolation of people ordered by the authorities, sometimes for weeks.”
“To this day, there is a deep rift in society; to this day there are those who sharply criticize the measures and those who believe they are right and have no alternative – and are annoyed by the persistent criticism of those opposing the measures. Right from the start, the journalist Paul Schreyer and the news platform Multipolar were among those who sharply questioned Corona policy and the justifications given by politicians and authorities for their actions – and were therefore summarily dismissed by some as ‘lateral thinkers’.”
“Protocols have explosive power”
“After a lengthy legal dispute, Schreyer and his team affected the release of protocols of the crisis team of the Robert Koch Institute (RKI), which had long been classified as ‘classified information’. The documents are now referred to online with the keyword ‘RKI files’. Many passages are blacked out – Multipolar is also suing against the redactions; a decision is still pending. But even with the redactions, the protocols already have an explosive power that is likely to cause nervousness among those responsible in politics, the management level of the RKI, actors in the Bundeswehr and scientists close to the government such as the virologist Christian Drosten.”
“A lot of what was formerly branded as ‘hoax’, ‘trivialization’ or ‘conspiracy theory’ can now be found in the RKI protocols. Much of what is to be found in them raises serious questions, such as the question of who was ultimately in charge of which RKI findings were communicated to the public, which ones were kept secret and why, and who gave the RKI which instructions.”
“On March 16, 2020, the day before the momentous increase in the risk assessment, can be found the words: ‘A new risk assessment was prepared over the weekend. It’s scheduled to be scaled up this week. The risk assessment will be published as soon as there is a signal for it to be… (blacked out).’” That’s what it says in the documents. Who gave the signal is still unknown – in any case, the unknown person gave it.”

“The next day, RKI boss Lothar Wieler told the press: ‘Today we will change the risk assessment for the health of the population in Germany. We will rate them as high from today onwards. The reason is quite simple…The background for the changed risk assessment is the continuing increase in the number of cases ...’”
“ZDF wrote on Saturday evening: ‘In fact, the number of cases had not increased dynamically at this point. In the period between March 9th and 15th, 2020, six percent of those examined in Germany tested positive. A week later it was seven percent.’”
“‘The upgrading of the risk assessment was, as it soon became clear, the legal basis for all Corona measures. All courts that rejected lawsuits from those affected against the measures subsequently cited this,’” writes Multipolar.”
“The journalists wanted to know which data and figures the RKI was specifically referring to that day and asked for documents – ‘the risk assessment itself as well as all communication and advice about it’. The RKI’s lawyers, writes Multipolar, have denied the existence of such documents: ‘After completing this examination, it remains the case that there are no further documents that relate to the change in the risk assessment on March 17, 2020 from ‘moderate to high’. (…) The defendant cannot release information that is not available.”

“Multipolar draws the following conclusion: ‘The claim that the RKI made the upgrade – and thus the basis for lockdown and state of emergency – on the basis of scientific advice is no longer tenable. The upgrade occurred abruptly, without a documented discussion and consultation process, at the direction of an unnamed actor.’”

On the subject of the sudden drastic uptick in C-measures in Germany, in my second Cov-book 'The Covid-19 Gulag. De profundis' published in february 2022, I wrote:
"Of curfews or restaurant closures not a trace. Who had whispered these new concepts in Merkel's ear? And how had Merkel come up with the idea of imitating the Chinese approach? (23).
The answer was that Heiko Rottmann-Großner, a senior official from Health Minister Jens Spahn's cabinet, had advised her to do so. Rottmann had participated in a pandemic exercise in Munich on Feb. 14, 2019, a day before the start of the Security Conference. The exercise was an initiative of private U.S. companies. Its organizer was Ted Turner's (CNN) American NTI, the Nuclear Threat Initiative. There, Rottmann had become acquainted with the who's who of the international biosecurity complex. Among the VIPs at this event were Chris Elias (Gates Foundation); Tim Evans (GAVI, Rockefeller Foundation, WHO, World Bank); Jeremy Farrar (Wellcome Trust); and Jeremy Jurgens (World Economic Forum).
The dangers of pandemics and bioterrorism were warned with great emphasis. It was the intention of these lobbyists to include as many political figures as possible in their simulations. Farrar and Elias, along with Dr. Christan Drosten of the RKI, had also been advisors to the German government since 2017.
The organizer NTI had been created in 2001 with the blessing of Henry Kissinger and George Schulz. Its president was ex-senator Sam Nunn, who had played the role of POTUS in Dark Winter in 2001. NTI was represented in Munich by Beth Cameron who had previously worked at the Pentagon, among other places, as head of the Cooperative Threat Reduction Department. NTI set as its goal "a world without nuclear weapons. So now biosecurity and even cybersecurity also appeared to be within the scope of NTI's good works.
The exercise's playbook dealt primarily with bioterrorism, but also with "natural" pandemics. The links between NTI, the bioterror simulations, and the U.S. military were unmistakable. The scenario took into account lessons from the recent Ebola crisis and the use of chemical weapons in Syria.
Exactly what was discussed on Valentine's Day 2019 had to remain secret. Chatham House rules. Heiko Rottmann therefore kept his lips sealed about this. What did come out was the urgent exhortation to the German government to be "ambitious" and take on a leadership role. '
'We set high expectations in Germany,' it said. 'Germany must assume greater planetary responsibility. The topic of health is ideally suited to propagate German values.' Rottmann was not the only German official at the NTI conference. Photos of the event betrayed the presence of Lothar Wieler, president of the Robert Koch Institute. In September 2020, Wieler would take charge of the important "International Health Regulation Review Committee. In mid-June 2019, the NTI unexpectedly published a non-committal report after all, entitled 'A spreading plague: Lessons and Recommendations for Responding to a Deliberate Biological Event.' (24)
Germany's leadership role was effectively filled after the NTI conference. In May 2019, Merkel's CDU/CSU held a session around "global health," attended by Drosten, Farrar, Tedros, and Minister Spahn.
A little-known pandemic simulation then followed in New York in December 2019. Only the list of participants leaked out. What stood out was the presence of Avril Haines, President Bidens Director of National Intelligence. According to the NTI, this exercise in New York was to prepare for the upcoming simulation in Munich in 2020. As in 2019, it dovetailed in timing with the Munich Security Conference on Feb. 14-16. This scenario envisioned the outbreak of a modified influenza virus. This simulation actually took place. At the exact moment the "real" corona pandemic erupted in China.
Moments later, on February 24, 2020, Rosenmontag, when the German government was first really confronted with the Wuhan outbreak, Rottmann recited the rant he had learned during the NTI biosecurity simulation in Munich.There was now suddenly talk of "completely shutting down the economy'. Merkel apparently thought it was all just fine. And as predicted, the German example was followed by most EU countries."
